Position Title: HSE Officer
Reports To: HSE Manager
Employment Type: Full-time
Working Hours: 8:00 AM - 5:00 PM, Saturday to Thursday
Location: Duhok
1- Position Summary
The HSE Officer is responsible for implementing and monitoring the Company's Health, Safety, and Environmental (HSE) Management System across power generation, transmission, distribution, substations, and electrical construction projects. The role ensures compliance with Company policies, client requirements, and applicable HSE legislation while promoting a strong safety culture and supporting safe work practices across all operations.
2- Key Responsibilities
• Implement Company HSE policies, procedures, and standards.
• Conduct routine site inspections and safety audits.
• Monitor compliance with Permit to Work (PTW), Lockout/Tagout (LOTO), and other safety procedures.
• Participate in hazard identification, risk assessments, and Job Safety Analyses (JSAs).
• Monitor high-risk activities, including electrical work, working at height, lifting operations, excavation, confined space entry, and hot work.
• Investigate incidents, near misses, and unsafe conditions, and recommend corrective actions.
• Deliver safety inductions, toolbox talks, and HSE awareness training.
• Ensure the proper use and inspection of Personal Protective Equipment (PPE).
• Prepare daily, weekly, and monthly HSE reports and maintain HSE records.
• Support emergency response activities and participate in emergency drills.
• Promote a positive safety culture and report HSE performance to the HSE Manager.
3- Qualifications & Experience
• Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety, or a related discipline.
• Minimum 5 years of proven HSE experience in power generation, power transmission, power distribution, substations, or electrical construction projects.
• IOSH Managing Safely or NEBOSH International General Certificate (IGC) is required.
• Good knowledge of electrical safety, Permit to Work (PTW), Lockout/Tagout (LOTO), risk assessment, and incident investigation.
• Proficient in Microsoft Office applications and report writing.
• Strong communication, leadership, and problem-solving skills.
